You're looking at it wrong - a modem is a DCE, and pin 2 is Transmitted
Data (TX) input. That is, data input to the modem for transmission to
the remote. TX is an output on a DTE, and an input on a DCE. The signal
name doesn't change between DTE and DCE.
Per the spec: "Signals on this circuit are generated by the DTE and are
transferred to the local DCE for transmission of data to remote DCE(s)
or for maintenance or control of the local DCE."
