Silly question perhaps but it does have a frequency standard fitted and it  
is switched to internal?
Apologies if this has been discussed before, head a bit sieve like  these 
days, but it's not unusual for some variants to be supplied without  the 
internal standard on the assumption an external reference will be  used.
 
If the answer is "yes" then I would suggest using a 'scope, plus frequency  
counter if possible, to track internally against the diagrams in the manual 
to  see just what signals are being produced and whether or not they're as  
expected.
 
All the necessary information for signal tracing is in the manual and it  
even suggests that most basic functional checks can be made with a DMM and 
20MHz  frequency counter.
