Well,  Lady Heather will do all that (plus handle time zones, DST, and leapseconds).  A Ras PI (even a Pi Zero) works very well.   I have just added a "radio station studio clock" display mode.  This clock display is driven by the system clock which is hopefully steered by NTP.  Default update rate is 10 Hz.   It can also be driven by a GPS device or GPSD.

Heather also supports a full screen digital date/time clock.

I just bought a nice 24" HDMI monitor for $60.  Add a $10 Pi Zero W and another $10 or so for power and cables.   And maybe $10-$30 for a battery backup (many people use USB power banks) so you don't have hiccups due to generator switchover, etc.
