I was looking around for the same information earlier this year. The
source appears to be on the same server but at:
https://www.eecis.udel.edu/~mills/teaching/eleg403/wwv_dsp/
and also in the file:
https://www.eecis.udel.edu/~ntp/ntp_spool/software/wwv.tar.Z


The "refclock_wwv" driver in the current distribution of ntp is based
on the DSP-93 version, as stated in the driver's source file.
