That NIST news is from 2014; is your clock running a bit slow ;-) Still,
thanks for posting, because it's timeless. A pair of comments:

There are two short videos on that page. The first is only 5 minutes
long where Steve Jefferts [1] gives an introduction to laser cooling and
cesium fountains, plus views of the F2 clock. The second video is just 1
minute long and features Andrew Ludlow. Whether newbie or seasoned time
nut it's totally worth 6 minutes of your time. Even if you already know
the physics cold, the videos are a good example how to communicate time
metrology concepts succinctly.

When this happens with US gov't work, head over to the superb open
access archive of all NIST papers:
"NIST Time and Frequency Publication Database"
https://tf.nist.gov/general/publications.htm
The paper you refer to is:
"First Accuracy Evaluation of NIST-F2"
https://tf.nist.gov/general/pdf/2704.pdf
For those of you new to cesium standards the paper is a great example
why a modern laboratory cesium clock is far more complex than just 9 192
631 770 "vibrations" of a cesium atom.
