Open PCB on a bench covered with a towel
In attached frequency plot you can see in green the typical random jumps 
it is making and in blue the typical remaining frequency "noise" when 
disciplined by the PPS
The statistics say below 1e-10 but the maximum frequency deviation is 
about +/- 5e-10
