[time-nuts] possible negative leap second

I saw a report about the possible need to remove a second in 2025, 
rather than 2029 due to ice cap melting changing the earths rotation.

Leap seconds add seconds, but to my knowledge this is the first I'd seen 
mentioning removing a second.  Wouldn't be hard to do on the standards / 
master time systems, but anything synchronizing to such would need to 
know it wasn't a leap second.
