Actually,

They are unsaturated cells and moving them is not a big deal so long as you do not bust them by rough handling.  They also last a long time (decades) so long as you don't draw current from them.  They are temperature sensitive and thus the temperature of the reference
measurement must be known and noted for the reported value to have meaning.  These Guildline devices are made for transportation, obviously, and the chances are they are probably in good shape and quite usefull.

The absolute value of the cells is only important relative to the final determination of that particular cell group and the national standard.  That is something that you would have to establish after you got the unit and determined that the cells were indeed properly
functional.

But, the only way you are going to know the condition is by careful measurements inter-comparing them to determine their stability and drift characteristic at a constant temperature.  Standard cells require constant (meaning at least once a day) measurements and comparison
between themselves to have confidence on the banks mean value and stability.  They could be a damn fine standard if utilized correctly.

If the seller is close to you, perhaps you could take a decent voltage source (like a Fluke 332 type) and good null meter (like a Fluke 845) with you and determine the general condition prior to purchase ?
