I had the same issue in the beginning (bad online reading with embedded PDF Reader).
Thus I downloaded the ZIP package and had no issues anymore.
Thus it seems to be an issue of the online reader, not caused by the files.

It's fine here -- an 11"x17" file at 200 ppi (2196 x 3400 pixels),
546 kB on disk.

Perhaps the person with the low-res marked-up schematic got only the
preview and not the whole file? I suggest going back to the download
page and manually downloading just the marked-up schematic.
