The Chinese are well known for counterfeit parts. It is part of the Chinese culture,  in much the same way as drinking wine in France, or scamming in Nigeria.  

Checking the electrical conductivity of copeer wire is not going to be rocket science.  There are probably other tests can probably be done with greater effort. 
 except the cheapest devices from China.
