The XL-DC manual at this link:

is very close to the GPS DC.
You can use the Function 04 on the front panel to configure the RS232 port. Mine is set to 19200 Even Parity 7-Bits 1 Stop-bit.
Configure HyperTerminal the same with Handshaking set to NONE. Also select a VT100 Terminal Emulation.
You need a NULL Modem (to swap pins 2 and 3) and a Female-Female header since both the PC and the GPS-DC are DTE Devices.
It is possible that the unit is configured for RS422. I have a TrueTime XL-AK which has a RS422 serial port and I had to get a RS232/RS422 Converter on eBay. The manual for the XL-DC shows the pinouts for RS232 and RS422. You can probably use a Volt Meter on the pins to figure out which way it is configured.
When it is configured properly it should continuously put out The Time Once per Second after Power Up until you hit Ctrl-C at which time it will stop and you can enter F-Commands.
Entering F08 will start it again. You might need to use F68 to set the current year. Otherwise the Time might be off by about 20 Seconds.

hopefully somebody on this list has a TrueTime GPS-DC ...
I've just set up my new (to me) GPS-DC MK III. It seems to be working
(gets a fix, show itself as locked and the stats look fine). The 1PPS
output works and is currently syncing one of my NTP boxes. However I
can't get the RS232 output to work. What I'm seeing is anything I type
on the RS232 is ignored except <CR> which get a "?" is response. The
book says F08<CR> should cause it to output time once a second but it
doesn't.
The data rate/parity etc is right so I'm stumped. Is there some magic
to getting this thing to talk on the serial port?
