I was really just kidding about the 1000s of rubidiums (they haven't been 
sold yet).

Seriously, though, you should be able to get a good functioning rubidium for 
under $500 from Ebay.  Look for an SRS PRS10 or a Symmetricom/Datum/Efratom 
LPRO.  Those are both pretty modern and have extraordinary (telecom-style) 
MTBFs.

If you're into tinkering, you'll ultimately get a better performer from an 
HP 5065 or an Efratom FRS-K, but probably not when you first buy them off of 
Ebay.
