one more comment: for these type of ground-loop current-creep measurements,  
I have found a sensitive DC current clamp meter like this one  indispensable:

It has a resolution of 1mA DC and can thus measure effects such as OCXO  
heater current going through EFC cables.
 
It is very hard to find clamp-on meters that can measure DC current with  
high resolution and accuracy.
