That only works if either:

1) The TIC OCXO isnt locked to the GPS (or either of the oscillators 
being disciplined).

OR if the TIC OCXO is locked to the GPS:

2) The random GPS receiver PPS timing jitter (after sawtooth correction) 
is greater than the TIC resolution (10ns).
