David,

Both TI and Analog Devices have reasonably priced
evaluation boards for their PLL clock synthesizer/ 
clean-up parts. Still they are in the US$150 range;
maybe too high? They do require a PC connection
to program internal registers, but the TI parts have
NVRAM on chip & could be swapped to another
(cheaper) PCA after programming.
