For a standard 6 dB loop-filter it balances out nicely on the slope.
The gain is on shifting the frequency.
I have had great succsess in reducing the phase noise by shifting the
comparision frequency upwards in a similar fashion.
I prefer a SR-flip-flop over XOR gate.
