I am not sure if I am answering your question about the SNTP serverin
GPSCon, but GPSCon has a facility to set the system time on computers.  I
have set this to up-date every 300 seconds. When I compare two computers
both of which are set with GPSCon from separate GPSDO Units I get an average
error of 1.4 seconds with a standard deviation of 0.18 seconds. 

One of the computers is a desktop and the other a LAPtop and both running
XP.
