[time-nuts] humidity sensitivity of 10811

Moderate humidity changes caused frequency shifts on the
order of parts in 10^9. With the environmental chamber
on full throttle, I saw parts in 10^8.
The E1938A has an unmeasurable humidity coefficient, even
unsealed.
