I had a question asking for more description on the unit, and have updated
the description on the EBay listing.

Briefly:-

chassis comprises several modules, which are designed to provide a stable
frequency reference for a cellular base station (GSM) using E1 (2.048MHz)
inputs from a telecoms source.

Modules include:-

2.048 MHz input module
PLL module (includes processor and display) 
5MHz OCXO (OSA 8650S)
5 - 13 MHz converter module
Alarm module
RS-232 and monitor module.
