[time-nuts] ADEV secondary standard

When evaluating various methods for measuring ADEV, MDEV etc, it would
be useful to have a secondary standard for ADEV, MDEV etc.
If one splits a low noise signal with a passive splitter and adds
Gaussian noise of known level to one of the outputs, then in principle
if the measurement system noise bandwidth is known, one can calculate
the ADEV of one output with respect to the other.

Are there any other, preferably better, techniques for implementing an
ADEV secondary standard?
