[time-nuts] Position accuracy to improve Thunderbolt performance

Google uses the WGS-84 datum.   I have done a few tests of Google Maps accuracy using locations known to mm levels and it tends to be VERY accurate around here.  Basically,  you can't tell the difference in position at the level of resolution provided.
