Depends on what he wants to do.  If he wants to write his own apps for the
counter (or use mine) the Prologix controller will work fine.  You talk to
it with generic COM port code rather than a proprietary API.

If he wants to run existing commercial software like Labview he is likely
better off buying a used National Instruments adapter on eBay, though.  It
will not necessarily be any cheaper than a new Prologix adapter... probably
close to the same price in fact, unless he makes the mistake of buying an
ancient ISA-bus or RS-232 adapter.
