clockstats: exit, PPSAPI not found in kernel, and refclock.atom stops

timepps.h is present in the source tree 
(/usr/obj/.../usr/src/tmp/usr/include/sys/timepps.h), and elan-mmcr 
seems happy (creates the /dev/elan-mmcr node).????

Is there some kernel config flag (options...?) I'm missing?
