You should be able to "zero beat" your 10Mhz oscillator to the 10Mhz
WWV signal.   You can get to better than 1Hz which at 10Mhz is better
then 0.1ppm

Tune the receiver to WWV. You may have to wait until the evening when
signal is good.  then connect a long insulated wire from the 10MHz
oscillator and wrate it around the receiver's antenna.  You should
hear a beat,  as you adjust the oscillator and get closer to WWV the
beat is more os a periodic peak of sound.  As you get close the period
gets longer.  If you get the period to longer then one second you are
at 0.1ppm

I think 1x10^6 is within the range of what can be done by ear and screw driver.
