Technically, he just has to lift the offending pins. My recollection is the transmitters invert, so that might be an issue.

One TSOP trick: Use fine desolder braid & just enough solder to bridge all the 
leads on one side, melt all the solder on that side, then with a pointed hobby 
knife lightly pry the chip up just enough to disconnect the whole row of leads. 
 Repeat for other side using tweezers to gently lift the chip off. Clean things 
off and both chip and board are reusable.
