[time-nuts] TEC party file format?

Well a funny thing happened on the way to water sprinklers, ball field
lights etc.
The silly things use motorized timers. So they will tend to drift. Though
modern sprinklers should be micro controlled to god knows what reference.
(poor is a guess)
But there are lots and lots of those controllers no one pays attention to.
Typically in office building electrical closets.
