[time-nuts] Solar flare alert

Perhaps some of the cellular bands aren't affected, perhaps some are.
I don't know the specific cause of yesterday's loss.. GPS uses around
1200/1500 MHz. The phone in question uses 850/1900 Mhz bands, so I
think we're in the neighborhood.
