[time-nuts] WWVB D-PSK-R details

Hello to the time-nuts group as promised details of the wwvb d-psk-r. This
solution is operating and in use near Boston and in tough conditions as far
as the WWVB signal goes. It depends on modifying a spectracom receiver. But
supplies outputs that can drive all other traditional wwvb receivers. There
is no doubt that improvements could be added. But time is always a
hard commodity to come by. Hopefully time nuts will allow the document to
pass to the group. I have left many pictures and graphs out. A richer
document can be created and shared by gmail of something that allows larger
attachments. But lets see what interest there is.
