NPL Time will be delivered to access centres where those finance people are
already present, from there it's only a matter of a crossconnect from their
kit to the client and other operators.

Regarding the three seconds - this is about to radically change with the
upcoming EU directives (MIFID II) and US ones (SEC regulations) are brought
out. We may see a 100 us target.

Obviously with timing distance is of less importance as long as links are
of symmetric latencies and low packet delay variation.
