[time-nuts] BC637PCI and OCXO

The BC637PCI already have a VCXO onboard, but you add a OCXO on the 
outside to get much better results.

It was the original poster that needed help.

My problems with the BC637PCI was that one of my boards didn't respond 
completely as documented.
