I had to deal with this problem about 15 years ago while writing time
synchronization software for the Win32 platform (95, 98, NT, etc). It was
a nightmare until I realized I could just look and see what the timezone
offset was set to for the whole computer. After that it was trivial. I
let Microsoft do the heavy lifting. :-)
