[time-nuts] [Bulk] There seems to be something missing from this eBay item.

The only problem with these standards is the tube availability since they have that neat little rom which allows the standard to recognize the tube.  

 So using available non-5071 tubes  is a challenge unless someone solved the rom issue

But the first one is pretty beat did someone have a bad day in the standards lab???
