Yup, that’s what you want to see.

It needs to correct for the impact of temperature on the OCXO. That will always create “noise” on the DAC line. Without knowing the real EFC bits and the sensitivity it’s tough to figure out what’s going on.

If they both are locked to GPS.

If they both are CDMA cell tower parts

They are not broke.

 The answer is that neither one is really moving. They both are holding +/- 100 ns (likely much less) relative to GPS.
