Hi,
A possible solution might be touse two of the TL431 programmable shut regulators. One to replace the zener diodeand the second to form a simple oven using a thermistor and pot to set thetemp.

Then one can use 1% 50 ppm metalfilm resistors, far, far less expensive than <5 ppm units.


 
Put the whole package in part ofa 1/2 inch reformed copper water pipe.


 
Using just two pots bothtemperature and output voltage can be quite precisely adjusted. Cheap.
