[time-nuts] Lucent GPS UTC confusion

Hi

The CDMA world (and most systems) want GPS lock rather than UTC. The only real change is likely in the status messages. I strongly suspect that a “UTC locked” version will not send a double pps pulse (or drop one) at a leap second boundary …
