The NTF/UDel NTP reference implementation of RFC-5905 is "open source".
Hence NTPsec which is a fork of UDel NTP unaffiliated with NTF*.

There are other inter-operable bits of code e.g. chrony (comprehensive) and
ntimed-client (incomplete PHK project initiated by NTF).
