Ok, so essentially NTP over a TCP/IP internet (possibly routed with
the Internet or Internet2) over amateur radio microwave point-to-point
on common commercial bands (apparently with low powers).  This is
limited, and other modes of propagation and encoding are necessary
(incl. VHF line-of-sight, microwave troposcatter, and low-throughput
HF skywave).
