In the USA:

``15 USC § 261 - Zones for standard time; interstate or foreign commerce

``(b) Coordinated Universal Time defined

``In this section, the term “Coordinated Universal Time” means the
time scale maintained through the General Conference of Weights and
Measures and interpreted or modified for the United States by the
Secretary of Commerce in coordination with the Secretary of the
Navy.''

So Congress basically delegated the actual time to Commerce (i.e.,
NIST) and the Navy (i.e., the USNO).  But their intent is to use UTC
as the official time in the USA ... offset, as noted in other sections
of the law, in each official time zones.
