[time-nuts] Lowest Power NTP Server

0.28 amp.  [Pi 2B with GPS hat and USB WiFi]

It goes up to 0.36 when I send it a big file over the net.

No change when I send it 100 ntp packets/second.

A Pi A+ (no ether) without GPS with USB WiFi is bouncing around between 0.10 
and 0.15 amp.

I haven't figured out why this one is bouncing and/or why the other one isn't 
bouncing.
