It looks like they're finally working things out: up until a few hours ago my u-blox M8T reported that all the Galileo satellites weren't usable due to having bad ephemerides, which tracks with what the various media has been reporting. 

A few hours ago I've been able to get usable locks on several Galileo satellites that have fresh, valid ephemerides, even those the constellation status page has everything marked as "NOT USABLE". 

Oddly, during the whole outage nearly all satellites were marked as healthy but had out of date ephemerides. Now I'm seeing at least one, E33, that's marked as unhealthy in the nav message but which has a valid ephemeris. It's not listed on the constellation status page as being part of the two "testing" satellites (E18 and E14, which are marked as unhealthy) but is marked as "NOT USABLE" along with the rest. 

It'll be really interesting to see what went wrong and what needed to be done to get things working again. I hope they make that report public.
