I just got a 2020 car which offers to sync the clock on the instrument panel to the GPS receiver. But the time zone and observance of DST must be set manually. In principle, if the position is known, the time zone and DST can be looked up. But since the software in the car is not routinely updated and the various national, state, and provincial legislatures like to monkey with this, look up is not feasible.
