[time-nuts] FA2 testing

Not to cludder up the site I think the attached says something about the FA2 performance. Using the PTS40 that we consider very stable   
Juerg ran several tests with small offsets to compare with the HP53132A. This is one where the frequency at 10 MHz is 100 Hz high. Taking the 100 Hz out of the measurements FA2 shows a slight positive bias the HP a negative one
