[time-nuts] eLORAN will be on the air 8970

eLORAN has been rock solid over the last 24 hours. In the last test I did
see an occasional "Blink". That would mean you could not trust the signal.
But outside of a odd startup on the SRS FS700 its really stable. Offsets
typically below 1 X10-10 to 10-11 region. Not using a super reference
locally.
