[time-nuts] power supply for Z3801

Hi

I think you will find that most of this gear came in two voltage 
ranges. One version ran from about 20V to about 34V The
other version ran from about 36V to about 56V. The first one
gets called 24 or 28V. The second one gets called 48V. Both
*should* be able to run off a pretty basic supply.
