[time-nuts] CCTF Survey on redefinition of the Second and UTC

The survey points to CCTF's YouTube site.  It has 7 videos.  Most are 20 
minutes, and interesting mix of technology and politics.

They are all slide shows with a small talking head in the corner.

The first talk has a nice graph showing quality of atomic clocks over time, 
both cesium and optical.

It doesn't look like an official proposal yet, but the suggestion is to stop 
leaping and sort out the problems later.  One complication is that UT1-UTC 
will grow over 1 second and that won't fit in places that know it is less that 
1
