Hi

Which receiver are you using? Is it the ES100 IC from Universal Solder or is it
something else? 

At least here, the BPSK clocks all did fine on the DST change over. 

On power up, they seem to sync in less than a couple minutes, regardless
of the time of day.

All of that would suggest that if you are running the ES100, something very
odd is going on with your setup.
