I see several parallels between Arecibo's construction vs its actual use,
and GPS deployment vs actual use.

Arecibo was actually built using ARPA and US Navy funding as a way of
conducting ionospheric research - to benefit military communication over
radio and develop over the horizon radar technology.

Of course Arecibo became far more famous for its scientific research as a
radio telescope or for radar studies of other planets.

Similarly GPS funding was originally pursued as location information for
military purposes. It wasn't until the 1980's (KAL 007) that it was allowed
to be used by civilians.

And today GPS is omnipresent for not just location but timing purposes.

In both the case of Arecibo and GPS I think the developers knew the
application and benefits would soon extend way beyond the original military
uses - the free flowing money for anything defense related was a great way
to fund both science and civil development of new technologies.
