Hi

Best guess is that you are comparing UTC to GPS time. If it is putting 
out GPS time, it should be 18 seconds fast. It’s not unusual to get 
timestamp messages “confused” between the previous pps and the
next pps. If all is correct with the messages, you might be comparing
to TAI ( which is 19 seconds off).
