Welcome to time-nuts.
Your pictures are very helpful.
May I suggest the easiest possible answer?
Simply supply 24 volts to the back connector. Guessing 4 amps.
If the system works you just have the AC supply to figure out.
Figuring out the AC supply seems reasonable as it appears from the pictures
to be several linear regulators. May be wrong but a guess. Maybe never fix
the AC and just use 24V.
You may have further challenges such as actually operating the receiver. I
have an austron GPSDO 2000 circa 1994 and honestly its great but a pain to
operate.
Modern GPSDOs are pretty much turn on lock and use. Very nice and spoiled.
