Hi

At 0.3 Hz, you are off by 3x10^-8. That’s not very far. Best
guess is that the unit is doing fine. It simply has aged further
than the adjustment range. It is fairly common to design an
OCXO with a range that is adequate for some number of 
years. They do indeed “age out”. 

No idea if there is a manual adjust internal to the unit.
